Assofond takes part in the EU consultation on the revision of the CO2 regulation
14/10/2025

In coordination with Anfia, the association calls for a pragmatic and technologically neutral approach

Assofond has taken part—together with Anfia and the Confindustria system—in the public consultation launched by the European Commission on the revision of the regulation concerning CO2 emission reduction targets for passenger cars and light commercial vehicles.

The initiative, opened last summer and concluded on 10 October, represents a key instrument for providing technical and industrial input ahead of the forthcoming regulatory review, planned within the framework of EU policies for the decarbonisation of transport.

A shared position for a realistic and sustainable transition

The observations submitted by Anfia—and endorsed by Assofond—aim to ensure that the ecological transition is effective from an environmental standpoint while at the same time sustainable for the European industrial fabric. In particular, the contribution sent by the associations to Brussels highlights the need to:

  • adopt a differentiated approach between passenger cars and light commercial vehicles, recognising the specific needs of the B2B market;
  • pursue a technologically neutral transition, complementing electric mobility with innovative solutions already available;
  • ensure consistency between the CO2 regulation and other European instruments, particularly ETS and RED, in recognising the benefits of renewable fuels;
  • introduce greater flexibility for vehicles powered by low- or zero-emission fuels;
  • review deadlines and parameters that currently risk being unrealistic in view of the 2030 and 2035 targets;
  • safeguard industrial expertise, supply chains and employment levels;
  • allow room for adjustment for small manufacturers.

Assofond’s role

Assofond’s participation in the consultation reinforces the message shared by the mechanical and automotive sectors: such a significant transformation must be accompanied by industrial policies and support measures that prevent the loss of competitiveness and the relocation of production.

Foundries are an essential component of the European value chain in mobility systems, and their involvement in regulatory decision-making is crucial to ensuring a fair, pragmatic transition that reflects industrial realities.

Assofond will continue to closely monitor the revision process and to work alongside Anfia and national and European institutions to promote balanced legislation that combines decarbonisation, innovation and the safeguarding of industry.
